FLEMINGSBURG — Confusion reigns supreme as the Licking Valley Community Action Program attempts to reorganize following the departure of former Executive Director Judy Planck.
The LVCAP board of directors recently appointed Kerri Moran, transportation director and CSBG director to the position of acting executive director during a Nov. 27 meeting for the purpose of signing documents necessary to submit grant applications. Kathy Dillow, contractor with Eagle Information Services LLC., performs all other duties for an executive director. The task of hiring a new executive director is now a logical next step.
According to Board President and Fleming County Judge-Executive Larry Foxworthy however, searching for a replacement is not in the near future since the board is not 100 percent clear on the agency’s bylaws.
“All of the policies and procedures are under review,” Foxworthy said
According to the LVCAP personnel policy handbook, which was revised two years ago, a personnel committee is established to perform the screening process for the next executive director. After the process, the committee recommends a candidate for the position to the board.
Foxworthy said he is unsure whether the personnel committee is a standing committee or if members have to be appointed as needed. A similar issue is apparently found with other members of the board, Foxworthy said, and the confusion when it comes to these policies he attributes to lack of communication.
“They were never really explained to the board at the meetings,” he said, referring to the agencies policies and by-laws. “There just wasn’t a lot of communication between the director and the board.”
Currently, Foxworthy and other members of the board are searching for documents that will help clarify some of the confusion. One such set of documents Foxworthy said they are looking for includes job descriptions of every employee with the LVCAP, which he said are relatively old documents.
As it stands so far, Foxworthy said as long as the board is sifting through agency policies and by laws, and Dillow is suitable for the position of temporary executive director, the search for a permanent fill-in is postponed.
